Allocutio: Fr.Anthony Fernandes (Spiritual Director of Senatus Mumbai)


All subjects of importance has a separate chapter dedicated it. Chapter 27 is a about the Vexillum Legionis, the Standard of The Legion.
The word Vexillum was derived from the Latin word vellum, meaning sail The Vexillum was like a flag with an emblem, used as a military
standard in the Roman army. The legion vexillum is an adaption of the Roman Standard
The eagle is replaced by the Dove, the symbol of the Holy Spirit Beneath the dove there is a
cross bar bearing the inscription “Legio Mariae” and beneath the cross bar and the staff is an oval frame of the Immaculate
Conception of the Virgin Mary – the Miraculous Medal which is set against a red background as Br frank Duff desired to depict
Mother Mary as being full of the Holy spirit The cross bar is joined to the Miraculous Medal
by a rose and a lily. The staff is set in a globe, with represents the world. Every time we
legionaries look at the Vexillum, we are reminded that with the power of the Holy
Spirit, we must conquer the world under the leadership of Mary.
For reflection let us take the five Ps that should help us to live up to the standard of the Legion
that would help us live out our apostolic
mission in today’s world..

1st P: PRAYER.
1 Corinthians 12:3 tells us that
its only through the Holy Sprit we can
say that Jesus is Lord! It is the Holy Sprit
that empowers us in prayer and every
day we must spend time in personal
prayer. We can discipline ourselves not
to touch our mobiles until we have
spent time in personal prayer. Personal prayer should also have a time of
silence when we allow the Lord to
speak to us so he can guide us in his
mission. The work of the Legion of Mary
is the mission of Our Lord Jesus himself.

2nd P: PRIORITY:
What should be my priority
in the Legion of Mary? When we look at
the Vexillum, we are reminded of the
world we live in, in need of renewal, in
need of evangelisation. That should be
our priority. Every work of the Legion
of Mary should connect with
evangelisation. In our personal lives
too, are we spending unnecessary time
with gadgets, indulging in loose talk?
Hence our priority should be, to be a
witness all the time.

3rd P: POSITIVITY:
When we look at the Vexillum Holy Spirit on the globe..it is assuring us that the Holy Spirit has
conquered the world. In a recent survey in UK, it was brought to light that 50% of young people said that they
were not religious – do not believe in God. On home visitation, when we
come across unacceptance, excuses and negative attitudes, we must hold
on to this positivity that assurance that
the Holy Spirit is at work and all things
are possible through him. .

4th P: PATIENCE:
When we look at the Pieta,
the face of Mother Mary with Jesus in
her arms, is so serene. Everything is
over, but she was without tears and
calm. It is her heavenly patience to
believe in God’s Time. In the words of
Frank Duff, we should not rush after
success. We should plant the seed and
believe and have patience that the Holy
Sprit will make the seed grow. We
need to be patient.

5th P: PEACE:
The fruit for each of us
legionaries is internal peace, peace of mind. It is said that half the world’s
population will suffer from some
emotional disorder by 2025 with
mismanagement of anger, negativity,
stress, depression, etc. So we must
believe that if the legion system is
followed by every legionary, we will
experience a Peace that comes from
Jesus. During his life Jesus never used
the word peace. It was after his death
and Resurrection, whenever he met his
disciples he said “peace be with you”
because he had to suffer and die for it.
As legionaries if we are true disciples of
Christ through the intercession of our
Blessed Mother, when we look at the
Vexillum we must claim that Peace,
which the world can’t give.

ONE CANNOT DO WITHOUT THE OTHER:

(Ref: HB Ch. 33, pt 1&2. Ch.39.5. Ch. 18, pt 7)

The Handbook compares the meeting and the work to the root and the flower to show us that the two are but integral part of the legion apostolate. Unfortunately today’s world is result oriented and legionaries too get drawn to such a method to deal with people. Many legionaries contrary to the instruction of the handbook feel meetings are a waste of time. However 93 years of experience shows that a praesidium which gave more importance to work than meeting will shortly be history. We have to remember the meeting is the root of legion apostolate and the flower is the fruit of legion work. It is at the meeting where graces gained and training is imparted to new members.

The ‘Standing Instructions’ which are read at the praesidium meeting every month demand from each and every member not only punctual and regular attendance but also ask legionaries to do assigned work which is substantial; active and apostolic. We are told the work is but another form of prayer and rules of prayer be applied to it. Work is to be done for minimum of two hours in a manner that Jesus is served in each one met. This is to be done in such a way that the legionaries help Mary to tend her son in their fellow legionaries as well as the persons who are served. It is to be remembered that the work is to be done with the assigned partner. If this basic principle is forgotten, soon the praesidium will become a lifeless body or be like a car without a steering wheel. Time and again we must recall to our mind that all legion work is nothing but service to the Mystical Body of Christ.

The Legion aspires to transform its members in this spirit of service which is the product of prayers and efforts. The Handbook warns us of a folly of some members always wanting easy work and will never embark on challenging work. However experience has shown that such an attitude will strike a vital blow to the very foundation of the praesidium. Slowly it will cause their spirit to flicker and soon the members will find the legion work is no more interesting and if not corrected will soon loose membership. Therefore it is important to plan and execute real apostolic work of winning souls back to Jesus through Mary. Years ago there was a practice in a praesidium which was very edifying. Once a month they would spend a few minutes on a question “Are we doing substantial work for the salvation of souls?” It is high time for each legionary to question if they are doing sufficient work as prescribed in the handbook. Let us be like St. Therese who would say “We should go to the end of our strength before we complain”

Finally, we legionaries who have received a call from God for his service will be responsible for the salvation of some who are destined to our care. Our sincere efforts along with prayers will be the reason that these souls will be drawn closer to Mary and Jesus. If not at the end of our own journey what will be our answer to God when he asks “where is so and so whom I placed in your care?” What will your answer be? It is time for us to recall to our minds the parable of talents (Mt 25: 14-30) Are we going to be like the 1st servant or the third one? Remember the growth of the legion and its apostolate will depend on the choice we make. Our choice may be the only way of salvation for someone. Do you want to deny this precious but free gift from God the Father to a soul?

Summary of Reports: Praesidium Reports(August 2023 – July 2024):



Our Lady Refuge of Sinners, I.C., Borivli:

With 15 members, the attendance of the officers and Members was 83.8%. They have 05
Praetorians and 02 Adjutorians, and 375 Auxiliaries on their rolls. Their works
included Family Apostolate, Visiting other faith families,Sick and Homebound,
Bereaved families,After care of auxiliaries, Institutes and
Hospital, Special couples, Mothers-to-be,Legion Sunday, Visiting ex-legionaries,
youth toinvite for Holy Hour, Crowd contact near Hospital, Enthronement, Christmas
Campaign, Organ donation awareness, Helping
“Daughters of St.Paul” in distribution of catholic literature and SSC work. One of
their members is on the ECVC Panel. Their
Praesidiim functions included Praesidium function, Mass for deceased legionaries,
Recollection, Auxiliary Rally and Mass for the Sick and Senatus functions included
DA Taining session, Acies, Reunion and Legion Congress.


Council Reports : (February 2023 – July 2024)
Queen of the Most Holy Rosary Comitium, Jabalpur :


The attendance of officer’s is 100% and members is 90%. Vacancies is NIL. Legion
exists in 06 parishes. Reports presented were 02 DA praesidia and 02 Councils.
Their works included visits to catholic & non-catholichomes, hospitals, Sick and
Homebound of Catholic and other faith, Bereaved families and Institutes to both catholic and other faith. Their functions included ACIES. Their
special works were Survey of below poverty line families and starting of new praesidium at Ambikapur.


Our Lady of Lourdes Comitium, Tamil

The attendance of Council officer’s is 83.33% and of members was 71.33%. Vacancies
in Praesidia is and Council is NIL. Visitations done is 09. Legion exists in 07 parishes. Their extension area is Sabarmati, Gujarat, and their outstation visit to Pune. The visitation to the Praesidia was 19. The report presented was for 11 directly affiliated praesdia and 05 curiae.
They have 157 Auxiliaries and 08 Praetorians.Their works included visits to catholic & noncatholic homes, Sick and Homebound of
Catholic and other faith, Bereaved catholic and non-catholic families, Hospitals and institutes. Their other works included Enthronements to
161 families, Way of the Cross to 690 families, Pilgrim Virgin Apostolate, Communion to sick and homebound, Catechesis to children and
Anointing of the sick to 33 nos. Their functions included ACIES and Training session for DA praesidia and one curia.

Mary Tabernacle of Jesus Curia, North Bombay:

The attendance of Curia officer’s is 100% and of members was 77%. Legion exists in 09 parishes. Reports presented were 10 directly affiliated Praesidia. Their
works included visits to catholic & non-catholic homes, Sick and Homebound, Bereaved catholic families, Hospitals and institutes.
Their functions included ACIES, Lenten Recollection, Lenten Campaign. Their special works and projects included open air contacts, Crib contacts, Catechists, Case
works, Study cum outing, Auxiliary Rally, Apostolate to the Mount, Eucharistic Ministry, Mass for Alfie Lambe, Blood Donation drive, Parish
census, Rosary crusade, Enthronement of the SacredHeart, Walking pilgrimage to the Mount and Clergy visit.

Ekvottachea Arka, Margao Comitium, Goa

Attendance: Officers88%, Members-42%. Legion exists in 7/7 parishes. Visitations: 20 done. 8 reports were presented (7 senior praesidia and 1 Junior praesidium
report) and 8 Curia reports were presented. Works: Apostolate to families –Catholic and other faith, Apostolate to sick and home bound, bereaved families,
aftercare of Auxiliaries, conducting junior praesidia meeting, institutes, hospitals, clergy homes,Catechism, Rosary crusade, Lenten campaign, SCC work. Visit
to slum areas. Members were involved with caring for Alcoholics and Sunday Catechesis. Juniors served 211 masses Functions: The ACIES and Canacona ExtensionCamp.

Povitr Sobhechi Avoi Comitium, Raia,Goa :

The attendance of Comitium officer’s is 100% and of members was 52.69%. Visitations done is 15. Legion exists in 11 parishes. They had 3
Legion Sundays organize. The Reports presented were of 08 Praesidia’s and 3 Curia.Their Auxiliaries list had 574 on roll and 24 Praetorians. Their works included visits to catholic & non-catholic homes, Sick and Homebound, Old aged homes & Orphanages and Hospitals and institutes. Their functions included ACIES, Officer’s Day, Mass & procession to pray for beatification of Br. Frank Duff.

Spiritual Corner

Chaper 33.13 on the ‘Interior Life of Legionaries’ is an important chapter in the life of Frank Duff because it changed his life.

If we are not living a life that is worth living as a Christian, how can we live as true legionaries? Let us go by each letter of the word FAITH -

F we have to be faithful to God. Faithful to God involves being faithful to the legion system.

A Legionaries have to spend time being attentive to what God is saying to us.

I We have to be an inspiration to the world.

T We have to put our complete trust in God just like our Blessed Mother.

H Every legionary must be humble.

Let us pray for one another that we may live a true legionary life just as our founder, Frank Duff advocates through this apostolate.
